Hengchun (literally means Ever Spring) has long been reputed to be the hub of folk song music of Taiwan, with the famous Hengchun folk tunes, the four-string instrument Yueqin and the unique nose flute of Paiwan Tribe, which are designated by the Pingtung Government as important intangible cultural heritage of the county in 2008. "Hengchun International Folk Song & Music Festival" is dedicated to the promotion and revitalization of its cultural heritage. The theme of the 2009 Festival "Wind & Tide – Deep Breath of the Earth" features the rich folk song heritage of the world created by people in response to their environment and interaction with the great nature, with the purpose to inspire the general public to cherish our folk song music as an intangible cultural heritage of humanity and to protect the natural environment: Folk singing as the deep breathing of human beings; wind & tide as the deep breathing of the earth.

International groups, Grupo Folklorico Musical Jabiru from Costa Rica, Akragas Folk Music Group from Sicily-Italy, Mantra Indonesia, Altain Orgil Folk Band from Mongolia, and Ensemble of Salamatkhan Sadykova from Kyrghyzstan were invited to the festival to present the music legacy of their country. ICH such as throat singing and horse head fiddle of Mongolia, Manas epic singing of Kyrghyzstan; world music such as Gamelan, Tarantella, Calypso and Tambito; and wonderful happy time was shared and spread around the County. The festival provides not only a good stage to enjoy various types of local and international folk song and music, but also different point of views on preservation and revitalization of the local folk song heritage.
